The following procedures described in “Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants” (January 2011, Last update: May 27, 2011) are applied for procurement of Goods and Non-consulting Services for this Project, namely:
- International Competitive Bidding (ICB): All eligible companies which satisfy the qualification criteria stated in the Bidding Documents are invited to bid. Bidding Documents are issued in English and in Russian.
- Shopping (IS): Contract is granted after evaluation of at least three Bids.
- Direct Contracting (SS) – is contracting without completion (single source) and may be an appropriate method under the following situations: extension of contract for additional goods of a similar nature; standardization of equipment or spare parts, to be compatible with existing equipment, may justify additional purchases from the original Supplier; the required equipment is proprietary and obtainable only from one source, etc.
The following procedures described in “Guidelines: Selection and Employment of the Consultants by World Bank Borrowers” (January 2011) are applied for procurement of Consulting Services for this Project, namely:
- "Quality - and Cost-Based Selection" (QCBS): most common method for selecting consultants, based on two-step combined technical and financial evaluation, which means that a contract is granted to that firm whose Bid has received the highest combined score in the result of evaluation of its technical and financial proposals.
- "Quality - Based Selection" (QBS): this method is recommended for complex or highly specialized assignments for which it is difficult to define precise Terms of Reference (TOR) and the required input from the consultants, and for which the client expects the consultants to demonstrate innovation in their proposals.
- Selection under a Fixed Budget (FBS): this method is appropriate only when the assignment is simple and can be precisely defined and when the budget is fixed. The RFP shall indicate the available budget and request the consultants to provide their best technical and financial proposals in separate envelopes, within the budget. The TOR should be particularly well-prepared to make sure that the budget is sufficient for the consultants to perform the expected tasks.
- "Least-Cost Selection" (LCS): this method is based on a two-step consecutive evaluation; which means that a contract is granted to the firm with the lowest financial bid among those who passed the technical evaluation.
- "Selection Based on the Consultants’ Qualification" (CQS). On the basis of information received in response to a request for expression of interest, the most experienced firm with the best references in the field of interest is selected, and then the selected firm is advised to submit combined technical and financial proposal.
- Single-Source Selection (SSS): single-source selection shall be used only in exceptional cases/ and only if it presents a clear advantage over competition: (a) for tasks that represent a natural continuation of previous work carried out by the firm; (b) – in response to natural disasters and for emergency situations both declared by the Borrower and recognized by the bank; (c) – for very small assignments; (d) when only one firm has experience of exceptional worth for the assignment.
- Selection of Individual Consultants (IC): individual consultants are employed on assignment for which 9a) a team of experts is not required; (b) not additional outside (home office) professional support is required; (c) the experience and qualifications of the individual are the paramount requirement.
Procurement of logistical services to organize training programs is done in accordance with the procedure agreed with the World Bank (Agreed Procedure).
