Assignment Title: System Integrator Services

The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include System Integrator services under the Project.
The main purpose of the consulting services provided for by these Terms of Reference is to assist the Client in implementing Project activities for achieving established Project objectives with high quality and within established time-frames.
The following shall be the main tasks of the Consultant:
(a) Review and analyze the present condition of modernized components of the RosHydromet information-telecommunication infrastructure and systems delivering weather, climate and hydrological data and information, RosHydromet observation networks, as well as current levels of its institutional development, development of its client service system and emergency preparedness;
(b) Update and develop the Detail Design for modernization and technical re-equipment of RosHydromet organizations and institutions (hereinafter, the “Detail Design”) developed during the NHMP-1;
(c) Provide consulting assistance in developing technical requirements and terms of reference for procurement of goods and services under the NHMP-2 and carry out expert review of them;
(d) Carry out expert evaluation of Bids during competitive selection of suppliers and consultants;
(e) Provide consulting assistance during implementation of contracts under the NHMP-2; expert evaluation of compliance of contracts performance under the NHMP-2.
The duration of the assignment shall be 3.5 years.
The Foundation “Bureau of Economic Analysis” acting as an implementing agency on behalf of the Ministry of Finance of the Russian Federation and the RosHydromet now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Experience in coordinating and managing large territorially distributed contracts;
- Experience in development and/or implementation of information systems, including territorially distributed ones;
- Experience in development and/or implementation specialized technologies, hydrometeorological systems, including those of regional and national scale for National Meteorological and Hydrological Services.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
