Assignment Title: Developing a methodology for the formation of statistical indicators characterizing the volume of social payments to the population in monetary and in-kind terms, based on the use of administrative sources of information generated at the federal and regional levels

The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project and intends to apply part of the proceeds for consulting services for developing a methodology for the formation of statistical indicators characterizing the volume of social payments to the population in monetary and in-kind terms, based on the use of administrative sources of information generated at the federal and regional levels.
The consulting services include:
1) Analysis of the current methodology for the formation of a database of social payments in cash and in kind at the federal and regional levels;
2) Systematization of administrative information sources on social payments to the population of Russia at the federal and regional levels for the intended purpose, sources of financial support, amounts, forms, types, frequency of provision and categories of recipients;
3) Evaluation of Rosstat's questionnaires used as part of sampling monitoring of population incomes and participation in social programs, as a source of information on social payments to the population;
4) Analysis of international recommendations, the study and synthesis of the experience of foreign statistical services in the formation of statistical databases on social payments to the population in monetary and physical terms;
5) Definition of barriers and perspective directions of development of the methodology for the formation of statistical indicators characterizing the volume of social payments to the population in monetary and physical terms in the Russian Federation, based on the use of administrative sources of information at the federal and regional levels;
6) Justification of proposals for improving the basic principles of forming statistical indicators characterizing the volume of social payments to the population in monetary and physical terms in Russia, taking into account the requirements of the OECD Guidelines for maintaining a database of social expenditures in order to conduct international comparisons of information on social payments;
7) Development of a set of measures to improve the methods of forming statistical indicators characterizing the volume of social payments to the population in monetary and physical terms, based on the use of administrative sources of information, and allowing to assess the effectiveness of the system of social payments in Russia and in the context of the Russian Federation.
An estimated duration of the assignment is 12 months
The Foundation “Bureau of Economic Analysis” which was appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- The consultant has to be the independent company having knowledge of the Russian statistics, the organization of statistical observation in the Russian Federation (methodology and practice of carrying out selective inspections of the population and households; methodology of creation of indicators of social statistics, including indicators of inequality and poverty, social protection, poor nutrition, a healthy lifestyle, accommodation conditions), knowledge of the legislation of the Russian Federation and territorial subjects of the Russian Federation concerning rendering measures of social support to the population, methodological bases of creation of a system of statistical accounting of social payments to the population on the basis of the best Russian and international practices;
- The consultant has to have experience of consulting works in the field of modernization of the sector of public administration in the Russian Federation and/or other countries with economies in transition;
- The consultant has to specialize in providing consulting services, including concerning statistics of social protection of the population, have experience of research and successful implementation of similar projects in the Russian Federation or other countries.
An additional advantage will be participation in other IBRD and/or other international organization projects in the field of government sector reforms, transitional economies, and institutional development.
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may submit their Expressions of Interest as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.
A Consultant will be selected in accordance with the CQS (Consultants Qualification Selection) method set out in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004.
