Contract Title: Supply and Installation of at least 500 Teraflops supercomputer for the Main Computer Center of the RHM (including modernization of the engineering infrastructure)

The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project, and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of at least 500 Teraflops supercomputer for the Main Computer Center of the RHM (including modernization of the engineering infrastructure).
The Foundation “Bureau of Economic Analysis” (hereinafter BEA) acting in accordance with Agency Agreement # 01-01-06/17-108 dated April 09, 2014 between the Ministry of Finance of the Russian Federation, the Federal Service for Hydrometeorology and Environmental Monitoring and BEA on the implementation of the Second National Hydromet Modernization Project now invites sealed bids from eligible bidders for delivery, assembly, installation of high-performance information systems, including computing facilities (Supercomputers), disk storage systems, Servers of the Data Management System, Operating System Servers, Monitoring and Control System Server, Virtualization Platform, Switches, Information Security System, Life-Support System, operational systems and application software. The delivery period including acceptance testing is 38 weeks.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers , edition of January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines, that meet the following minimum qualification criteria:
a) Financial Capabilities
The Bidder’s (single Bidder or Joint Venture) average annual turnover[1]
shall be at least equivalent of USD 170 million for the last 3 years[2]
(2013 – 2015).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 110 million for the last 3 years (2013 – 2015) and the average annual turnover of the each other partner shall be at least equivalent of USD 50 million.
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
b) Specific Experience with Similar Projects
Bidder (if a JV/consortium, one of the partners) shall confirm their experience in implementation over the last 3 (three) years (2013 - 2015) of:
- at least three (3) similar contracts (projects) for the putting in the commercial operation of high-performance (at least 5Tflops) solutions with an architecture similar to the proposed transfer;
- at least two (2) similar contracts (projects) for the putting in the commercial operation of storage with a parallel file system.
The Bidder (if a JV/consortium, one of the partners) or its authorized subcontractor shall have successful experience in supplying cluster equipment for operational centers computing digital weather forecasts and/or computing climate changes (at least 2 contracts over the latest 3 years (2013 – 2015)).
The Bidder (if a JV/consortium, one of the partners) or its authorized subcontractor shall have successful experience in supplying and installing life-support systems (power supply and technological air conditioning systems) with a capacity at least 500 kW (at least 3 contracts over the latest 3 years (2013 – 2015)).
The Bidder shall have successful experience in implementing information systems in at least the latest 10 years.
The Bidder (if a JV/consortium, the leader) shall confirm its experience over the latest 3 (three) years in implementing at least 1 (one) contract (as the prime contractor) for supply, installation and pre-commissioning of similar equipment (equipment from the proposed Manufacturer) and for rendering similar services (implementation, technical support and warranty services). It is mandatory that list of equipment supplied under the implemented contract must include a computer cluster based on nodes similar to those offered.
The Bidder shall offer a cluster from a Manufacturer whose solutions with architecture similar to the planned supply and with maximal performance (Rmax) at least 1000 TFlops are mentioned in TOP500 lists at least 2 times (one solution mentioned in different issues of the TOP500 shall mean just one mentioning).
c) Production/Organizational Capacities
The Bidder shall have an ISO 9001 quality certificate or a GOST R ISO 9001 quality certificate in design, supply, implementation and support of information systems and components thereof. The certificate shall be submitted by the Bidder to the Purchaser before signing the Contract Agreement.
The Bidder shall provide information about availability of an official representative office of the Manufacturer of the Supercomputer in Moscow or shall submit a plan to establish such representative office with a documentary confirmation from the Manufacturer of the Supercomputer as part of its preliminary contract plan. The representative office shall be organized before the commissioning date of the information system.
The Bidder shall confirm availability of the required staff, namely: availability of specialists certified by the Manufacturers of the hardware and software for assembly, installation and commissioning of the supplied hardware and software and the other equipment as per paragraphs 3.3.2, 3.3.3, 3.3.8, 3.3.12, 3.4, 3.5.5, 3.5.10, 3.5.12 and 3.6 of Section VI “Technical Requirements”. The staff list shall include at least 2 specialists in each of the areas (it is allowed to combine positions); replacements are allowed only upon agreement with the Consignee with a specialist with better confirmed qualifications. The specialists shall speak fluent Russian or have interpretation support for the whole Contract period in modes to meet the Technical Requirements.
