Assignment Title: Development of standardized forms and formats for submission of hydrometeorological data and information by the RHM
Reference No.: NHMP2/2/С.2.e
The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include development of standardized forms and formats for submission of hydrometeorological data and information by the RHM.
The main objective of this assignment is to create an analytical and information instrument for improving the technology of setting standard costs (rates) in operational production activities of the RHM.
The services to be provided under this Lot are expedient because of the need to enhance promptness of information interaction of RHM organizations with organizations of the other agencies in the environment of widely developed departmental information systems in the interests of general-purpose information provision (dissemination).
The estimated duration of the assignment (consulting services) after the Contract signing date shall be 46 weeks.
The Foundation Bureau of Economic Analysis acting as an implementing agency on behalf of the RosHydromet now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
To perform the assignment, the Consultant shall involve the following key specialists with confirmed work experience in the following areas:
· Work experience in hydrometeorology at least 5 years;
· Work experience in information technologies, including work experience in creating specialized machine-readable electronic documents in the XML format for hydrometeorological data at least 5 years;
· Work experience in developing and maintaining a glossary of parameters, industry codes and classifiers, including description of the properties and characteristics of the parameters related to the content of the information services as per Table 1;
· Work experience in development of documents and software for standardization (unification) of information submission in the context of these Terms of Reference.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
