The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development (STASYS-2) Project, and intends to apply part of the proceeds for consulting services for Improving technical policy for using general purpose software in the Rosstat CIS (Contract # ST2/2/B.15).
The main purpose of the consulting services provided for improving technical policy of Rosstat including transition to the free software within the Second State Statistical System Development (STASYS-2) Project.
The following main services shall be provided within this assignment:

to review the application and infrastructure systems/subsystems of the Rosstat CIS that use - general purpose software;
-
to analyze the current condition of the systems/subsystems of Rosstat CIS that use general purpose system software on the basis of:
a. analyzing survey results;
b. studying materials provided by the Customer;
c. examining data collected by the Consultant by interviewing within the framework of this assignment;
- to draft a Concept for improving and developing information policies in relation to the use of general purpose software, including switching to free software;

to simulate recommended technical solutions for developing and/or optimizing Rosstat CIS;

to prepare cost assessment of implementing projects (recommended technical solutions) on developing and/or optimizing Rosstat CIS;
-
to prepare proposals on the implementation schedule for the recommended technical solutions up to 2020.
The estimated duration of the assignment is 8 months.
The Foundation Bureau of Economic Analysis (BEA) acting as the Project Implementation Unit of the Second State Statistical System Development (STASYS-2) Project now invites eligible consultants to indicate their interest in providing the Services. Interested consultants must provide information indicating that they are qualified to perform the services. Consultants may associate to enhance their qualifications.
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility.
A consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) procedures set out in the World Bank’s Consultant Guidelines.
