Contract Title: Additional outfitting of the training base of regional training centers with elements of distant learning systems, training materials, and training technical support equipment

The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project, and intends to apply part of the proceeds toward payments under the contract for Additional outfitting of the training base of regional training centers with elements of distant learning systems, training materials, and training technical support equipment.
The Foundation “Bureau of Economic Analysis” (hereinafter BEA) acting in accordance with Agency Agreement # 01-01-06/17-108 dated April 09, 2014 between the Ministry of Finance of the Russian Federation, the Federal Service for Hydrometeorology and Environmental Monitoring and BEA on the implementation of the Second National Hydromet Modernization Project now invites sealed bids from eligible bidders for supply and installation of element of distant learning system including servers, data storage system, communication equipment, presentation equipment, software and development of electronic training courses. The delivery period including acceptance testing is 12 months.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers , edition of January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines, that meet the following minimum qualification criteria:
(a) Financial Capabilities
The Bidder’s (single Bidder or Joint Venture) average annual turnover[1] shall be at least equivalent of USD 3 million for the last 3 years[2] (2013 – 2015).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 2 million and the average annual turnover of the each other partner shall be at least equivalent of USD 1 million for the last 3 years (2013 – 2015).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
(b) Specific Experience with Similar Projects
The Bidder shall submit documentary evidence of his successful experience (as a single supplier or partner of joint venture/consortium) in the implementation of geographically distributed supply (of not less than 5 project sites) and commissioning (including installation, training, providing technical support) of distance education systems, and of having of own experience or subcontractor’s experience in the development of e-learning courses. Bidder shall submit documentary evidence of the successful implementation of at least one complex contract for amount equivalent to USD 600000 for the last five years (2011-2015) or one contract for supply and installation of geographically distributed distance education systems and one contract for development of e-learning courses with the total amount equivalent to USD 600000.
(c) Technical Capacities
(1) The Bidder shall be certified in accordance with the quality standard ISO 9001 or GOST ISO 9001-2008/2011[3] (quality management standards) in the field of design, supply, implementation and support of information systems and their components. Copy of this certificate shall be submitted by the Bidder before signing the Contract Agreement.
(2) The Bidder or its authorized Subcontractor(s) shall have capacities of rendering warranty service for the supplied goods and technical support under the conditions of the Contract. To confirm such capacities, the Bidder shall include in its bid documents supporting the capability of providing warranty service for the entire range of the supplied Goods and technical support in accordance with conditions of the Contract. Such documents shall contain a detailed description of service center infrastructure: material, technical and human resources (dispatch office and technical personnel), technologies and time for fault location, repair and supply of spare parts, including organization and time for the delivery of faulty, repaired and substitution equipment, as well as operating procedures for technical support. In the case if the respective service is not available with the Bidder, or it is not sufficient to cover the full range of equipment as stipulated in the Contract, the Bidder shall provide a detailed plan for attracting (establishing) additional service centers and guarantee the deployment of such centers before completion of the supply of equipment, and shall indicate addresses, describe the procedures of deployment (signing of contracts, training of specialists, organization of spare parts supply, obtaining authorizations from Manufacturers, etc.) and operation thereof.

[1] For Russian companies using Russian Accounting Standards: according to profit and loss account (Annex # 1 to the order of Minfin of Russia dated July 2, 2010 # 66n) annual turnover shall be understood as “revenues” for a year (balance sheet forms line code, indicated in the organization annual financial statements to be submitted to the state statistical bodies and other executive authorities –2110), i.e. all organization incomes resulting from realization of goods and/or services for a year exclusive of the value added tax, excises. For companies using International Accounting Standards: annual turnover shall be understood as “revenues”.
