Assignment Title: Monitoring of user assessment of services provided by Roshydromet institutions and organizations.
Reference No.: NHMP2/2/С.2.b
The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include monitoring of user assessment of services provided by Roshydromet institutions and organizations.
The main objective of this assignment is to collect and analyze data in order to assess data needs and users satisfaction for the products and services provided by Roshydromet.
The Consultant would need to prepare and conduct two waves of survey to monitor the user assessment of Roshydromet services and to analyze changes in the course of the Project implementation.
The first wave shall be conducted in the first half of 2016, the second wave ‑ in the second half of 2018.
The main survey method shall be personal interview. If personal interview is impossible it can be conducted on-line or by telephone.
The sample shall be drawn from at least 40 subjects of the Russian Federation, where the number of municipalities shall be at least 150.
The target groups of respondents are: general public, representatives of regional/local administrations, enterprises and organizations. The total sample size – at least 1800 people, of which:
- at least 700 people representing general public (3-5 people for a municipality)
- at least 300 respondents representing regional and local administrations;
- at least 800 respondents representing enterprises and organizations (small entities (1-20 employees) – 280 respondents; entities with 20-100 employees – 250 respondents; entities with 101-200—employees – 170 respondents; entities with more than 200 employees – 100 respondents).
The Foundation Bureau of Economic Analysis acting as an implementing agency on behalf of the RosHydromet now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The main selection criterion is availability of adequate experience in organizing and consulting national sociological and marketing surveys.
If necessary, the Consultant may attract specialist with particular expertise to contribute to the fulfillment of this assignment, in particular in the fields of applied hydrometeorology, production and quality assessment of HMI and SHMI.
The Consultant’s staff should have at least the following required qualifications:
- Experts with knowledge in developing methodologies and programs of innovative sociological/marketing surveys;
- Experts in organization of field sociological/marketing surveys in the regions of the Russian Federation;
- Experts with work experience in collection, processing and presenting data, creating and maintaining databases, and in comprehensive data analysis.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
