The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project (NHMP-2), and intends to apply part of the proceeds toward payments under the contract for Supply of equipment for additional outfitting of the surface meteorological observation network.
The Foundation “Bureau of Economic Analysis” (hereinafter BEA) acting in accordance with Agency Agreement № 01-01-06/17-108 dated April 09, 2014 between the Ministry of Finance of the Russian Federation, the Federal Service for Hydrometeorology and Environmental Monitoring and BEA on the implementation of the Second National Hydromet Modernization Project now invites sealed bids from eligible bidders for supply of equipment for additional outfitting of the surface meteorological observation network.
Period of equipment delivery and commissioning – 17 months from the Contract signing date.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers , edition of January 2011 (“Procurement Guidelines”) and is open to all eligible bidders as defined in the Procurement Guidelines, that meet the following minimum qualification criteria.
(a) Financial capabilities
The Bidder’s average annual turnover[1]
(a separate company or a joint venture/ consortium) shall be not less than USD 35 million for the last three years[2] (2016-2018).
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be at least equivalent of USD 25 million and the average annual turnover of the each other partners shall be at least equivalent of USD 10 million for the same period (2016-2018).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance sheets certified by tax service of the Bidder's country (as a rule for the Russian companies).
(b) Experience with similar projects
The Bidder shall furnish documentary evidence to confirm his experience (as the single bidder or the partner of joint venture) in geographically distributed supply (not less than 10 delivery destinations) and commissioning of technical means and software-technology systems, including stationary and/or mobile measuring complexes, in the area hydrometeorology. The Bidder shall submit data confirming successful implementation of at least 2 such contracts for the last six years (2013-2018) with the total contract amount not less than equivalent of USD 4 million.
(c) Production capacities
1) The Bidder and manufacturers of the main equipment, procured measuring complexes (controllers and sensors AWC) shall be certified in accordance with ISO 9001 or GOST ISO 9001-2008/2011[3] (quality management standards). Copies of these certificates shall be submitted as a part of the Bid.
2) The Bidder or its designated subcontractor shall have possibility to provide warranty services for the supplied goods. To confirm this possibility the Bidder shall include in its bid the concerning warranty service capabilities of all delivered goods in accordance with the terms of the Contract. The document must contain a detailed description of the infrastructure service - material, technical and human resources (dispatcher and technical personnel), technology and timing fault isolation, repair and supply of spare parts, including the organization and delivery of faulty goods repaired, and replacement equipment. If the Bidder don't have the relevant service network, or his service network is not able to serve all type of delivered Goods, he must submit a detailed plan of establishing or upgrading of service network. This plan shall include a schedule of establishing of services centers prior to the delivery of the Goods, their address, description of procedures of establishing (contracts signing, training of specialists, spare parts supply organization, manufacturers authorization, etc.) and their functioning.
