Contract Title: Supply of SCK-3 for SCL

The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project (NHMP-2), and intends to apply part of the proceeds toward payments under the contract for Supply of stationary calibration kits for relative air humidity measuring instruments (SCK-3) for stationary calibration laboratories (SCL).
The Foundation «Bureau of Economic Analysis» (hereinafter BEA) acting in accordance with Agency Agreement № 01-01-06/17-108 dated April 09, 2014 between the Ministry of Finance of the Russian Federation, the Federal Service for Hydrometeorology and Environmental Monitoring and BEA on the implementation of the Second National Hydromet Modernization Project now invites sealed bids from eligible bidders for supply of 10 sets of SCK-3 for verification of autonomous meteorological measuring instruments (MI) of relative air humidity (RAH) and RAH sensors of automated stations and related services (preparation of documentation, delivery of equipment, equipment assembly, mounting and pre-commissioning, acceptance testing, training, warranty services, technical support).
Delivery period − 18 months after the Contract signing date.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, edition of January 2011 («Procurement Guidelines») and is open to all eligible bidders as defined in the Procurement Guidelines, that meet the following minimum qualification criteria. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
(a) Financial capabilities
The Bidder’s (a separate company or a joint venture/consortium) average annual turnover[1]
for the last three years[2]
(2014-2016) shall be not less than equivalent of USD 3,6 million.
If the Bidder is a Joint Venture, the average annual turnover of the Partner in charge shall be not less than equivalent of USD 2,2 million for the last three years (2014-2016) and the average annual turnover of the each other partners shall be at least equivalent
of USD 1 million for the same period.
To confirm the above specified information the Bidder shall provide copies of the auditor's opinions for the above mentioned period or balance sheets confirmed (certified) by tax authorities of the Bidder's country (as a rule for the Russian companies).
(b) Experience of implementation of similar projects
The Bidder shall provide a documentary evidence of the experience (as a main Contractor or member of a joint venture/consortium) from successful supply of metrological equipment for verification/calibration of environmental parameters measuring instruments. The Bidder shall provide information evidencing the successful implementation of at least one such contract for the amount equivalent to not less than USD 100 thousand over the last three
years (2014-2016).
(c) Technical capabilities
1) The Bidder and/or Manufacturer of Goods shall be certified for the compliance with standards ISO 9001 or GOST ISO 9001-2008/2011[3] (quality management standards). Copy of the certificate shall be provided by the Bidder prior to signing of the Contract.
2) The Bidder or its authorized sub-contractor(s) shall be capable of providing warranty service for the supplied goods. To confirm this capability, the Bidder shall provide in its Bid documentary evidence of the warranty service capabilities for the entire range of the equipment supplied in accordance with the Contract conditions. The document shall contain a detailed description of the service center infrastructure: material and human resources (dispatch office and technical personnel), techniques and time periods of localization of malfunctions, repair works and provision of spare parts, including organization and time of transportation of faulty, repaired and replacement equipment. If the respective service infrastructure is not available with the Bidder or is insufficient for servicing of the entire range of supplied equipment, the Bidder shall also provide in its Bid a plan for opening additional service centers. The plan shall include a schedule of deployment of the service centers before the completion of supply of equipment, indicating addresses, describing the deployment procedures (signing of contracts, training of specialists, organizing of spare parts supply, obtaining of authorizations from Manufacturers, etc.), and the operation of service centers.

[1] For Russian companies using Russian Accounting Standards: according to profit and loss account (Annex # 1 to the order of Minfin of Russia dated July 2, 2010 № 66n) annual turnover shall be understood as «revenues» for a year (balance sheet forms line code, indicated in the organization annual financial statements to be submitted to the state statistical bodies and other executive authorities –2110), i.e. all organization incomes resulting from realization of goods and/or services for a year exclusive of the value added tax, excises. For companies using International Accounting Standards: annual turnover shall be understood as «revenues».
