Assignment Title: Rationing of the costs of works and maintenance of the main types of Roshydromet system observation units
Reference No.: NHMP2/2/С.2.g
The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include rationing of the costs of works and maintenance of the main types of Roshydromet system observation units.
The main objective of this assignment is to create an analytical and information instrument for improving the technology of setting standard costs (rates) in operational production activities of the RHM.
To achieve the established objective, the Consultant shall do the following: analyze works performed by RHM ONOs by observation type and observation program, develop a draft document to include standard rates of material, technical and labor resources and BCS by type of each operational production subdivision in accordance with the updated classifier, analyze the existing regulatory legal basis of the RHM, review the structure and content of the Departmental List, determine a list of objects of cost rationing, develop Methods of Cost Rationing and ration costs for works, develop proposals for automation of the Methods of Cost Rationing for performance of works.
The Foundation Bureau of Economic Analysis acting as an implementing agency on behalf of the RosHydromet now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The Consultant shall have the following experience and qualifications:
─ Experience in consulting services to organizations of the general government sector and public-law entities for at least 5 years;
─ Experience in services related to budgetary accounting in part of developing technologies and calculating cost standards for public services and works rendered (performed) by government institutions to organizations of the general government sector and public-law entities;
─ Experience in service rendering in public finance management;
─ Experience with projects in management accounting and accounting, for the public sector of the economy, among other clients (at least 5 contracts).
To perform the assignment, the Consultant shall involve the following key specialists with confirmed work experience in the following areas:
- Accounting and management accounting, for the public sector of the economy, among other clients (at least 3 years);
- Rate setting and rationing of costs for performance of works and maintenance of structural subdivisions of organizations, for the public sector of the economy, among other clients (at least 3 years);
- Automation of (budgetary) accounting (at least 3 years).
The following shall be an additional advantage: confirmed experience in service rendering in the areas of management and development of recommendations for state assignment forming; practical experience of successful implementation of similar projects, namely in (budgetary) accounting or management accounting, for the public sector, among other clients, and in budgetary planning.
The Consultant may involve specialists and experts with specialized industry knowledge, including hydrometeorology, into performance of the works (rendering of the services) under this lot on a contract basis.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
