The Russian Federation has received financing in the amount of US$ 60,000,000 equivalent from the World Bank toward the cost of the Second National Hydromet Modernization Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Russian Federation.
The project will include the following components:

Strengthening Information Communication Technology (ICT) infrastructure and systems delivering weather, climate and hydrological data and information |
A.1 | Strengthening technical capacity for operational hydrometeorological forecasting, reseach on climate and climate change (Supply and installation of at least 500 teraflops supercomputer for the Main Computer Center of Roshydromet) |
A.2 | Development of regional data storage and archiving systems for improved operational user access to Roshydromet's information resources |
A.3 | Improvement of Roshydromet's integrated information and telecommunication system |

B.1.b | Supply and installation of equipment for the agro-meteorological observation network in the North Caucasus and West Siberian regions |
B.1.с | Additional supply of equipment for marine hydrometeorological network |
B.1.d | Supply of mobile automated calibration laboratories |
B.1.e | Supply of stationary calibration laboratories |
B.2 | Improvement of the upper air observation network |
B.2.a | Modernization of aerological network equipment |
B.2.b | Supply of gas generating stations |
B.2.c | Supply and installation of profilers – tools for remote profiling of the atmosphere boundary layer temperature |
B.3 | Upgrading of regional operational forecasting units |
B.3.a | Supply and installation of satellite data receiving systems |
B.4 | Modernization of the hydrological network |
B.4.a | Modernization of the hydrological network in the Volga River basin, and development of hydrological forecasting technologies |
B.4.b | Supply of mobile hydrological laboratories |
B.4.с | Modernization and renewal of the specialized hydrological network |
B.4.d | Upgrading of the systems at the State Hydrological Institute for hydrological data collection, storage and processing, and for delivery of water cadastre information |

C.1.c | Additional outfitting of the training base of regional training centers with elements of distant learning systems, training materials, and training technical support equipment |
C.2 | Improvement of service delivery to clients |
C.2.a | Development and implementation of the Roshydromet information portal |
C.2.b | Monitoring of user assessment of services provided by Roshydromet institutions and organizations |
С.2.c | Economic assessment of the use of hydrometeorological data in weather-dependent sectors of the economy |
C.3 | Improvement of the emergency preparedness system |
С.3.a | Supply and installation of situation centers at Roshydromet institutions and organizations |
C.3.b | Supply of automated mobile systems for hydrometeorological support in emergency situations |
C.3.c | Developing a hydrometeorological security passport for one or two geographical regions |
C.3.d | Training activities (workshops, round tables, etc.) on stregthening interagency coordination in emergency situations |
