Contract Title: Modernization of Aerologic Network Equipment
Reference No. (as per Procurement Plan): NHMP2/1/B.2.с
The Russian Federation has received financing from the International Bank for Reconstruction and Development toward the cost of the Second National Hydromet Modernization Project (NHMP-2), and intends to apply part of the proceeds of this loan toward payments under the contract for Modernization of Aerologic Network Equipment.
The Foundation “Bureau of Economic Analysis” (hereinafter BEA) acting as the Project implementing agency according to Agency Agreement # 01-01-06/17-108 dated April 09, 2014 between the Ministry of Finance of the Russian Federation, the Federal Service for Hydrometeorology and Environmental Monitoring and BEA on the implementation of the Second National Hydromet Modernization Project now invites sealed bids from eligible Bidders for Modernization of Aerologic Network Equipment, including supply and installation of modern Aerologic Radar Computing Systems with set of spare parts in 11 aerologic stations, pre-commissioning works, site preparation, operational acceptance, testing, staff training; warranty services and technical support, providing technical documentation.
Period of equipment delivery and commissioning – 14 months from the date of Contract effectiveness.
Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, edition of January 2011, revised in July 2014, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria.
(a) Financial capabilities
The Bidder’s average annual turnover[1] shall be equivalent to at least USD 9 million over the latest 3 years [2] (2017-2019).
If the Bidder is a joint venture (consortium), the average annual turnover of the partner-in-charge (leader) shall be equivalent to at least USD 6 million and the average annual turnover of each of the other partners shall be equivalent to at least USD 3 million over the latest 3 years (2017-2019).
As documentary evidence of the above-specified information, the Bidder shall submit copies of auditor’s opinions for the above-mentioned period or balance-sheet reports certified by the tax service of the Bidder’s country (as a rule, for Russian companies).
(b) Implementation experience with similar projects
The Bidder (if a joint venture/consortium – one of its members) shall provide documentary evidence of its implementation experience of at least 1 (one) similar contract for at least
USD 1.5 million for geographically distributed supply and installation (at least 5 sites) of aerologic complexes and for rendering of similar services (commissioning, technical support and warranty services) over the latest three years (2017-2019).
(c) Production capabilities
The Bidder shall have an effective quality certificate of the standard ISO 9001 (ISO 9001-2011, ISO 9001-2015). Such certificates shall be submitted by the Bidder to the Purchaser prior to Contract signing.
The Bidder or its authorized sub-contractor(s) shall be capable of providing warranty services for the supplied Goods. To confirm this capability, the Bidder shall provide in its Bid documentary evidence of the warranty service capabilities for the entire range of the equipment supplied in accordance with the Contract terms and conditions. The document shall contain a detailed description of its service infrastructure: material, technical and human resources (dispatch office and technical staff), techniques and time periods of localization of malfunctions, repair works and supply of spare parts, including organization and time-limits of transportation of faulty, repaired and replacement equipment. If the Bidder does not have respective service facilities or its service facilities are insufficient for servicing the entire range of the supplied equipment, the Bidder shall submit a plan for including additional service centers into it. The plan shall include a deployment schedule of such additional service centers before the completion of the equipment supply, indicate the addresses of the service centers, and describe their deployment and operation procedures.

Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 14:15 Moscow time July 17, 2020.
Late bids will be rejected.
All bids must be accompanied by a bid security of USD 62 000,00 or an equivalent amount in the currency of Bid, or any other foreign currency, or in Russian Rubles.
