Assignment Title: Improvement of the empirical base for implementing into the statistical practices the Sustainable Development Goals indicators with regard for the total population and for population groups on the basis of UN methodology.

The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project and intends to apply part of the proceeds for consulting services for improving the national/Russian empirical base for implementing into the statistical practices the Sustainable Development Goals indicators to be reported by Rosstat/Russia to the UN Statistical Commission with regard for the total population and for population groups on the basis of UN methodology.
The Consultant should:
1) Review and classify available materials and metadata on Sustainable development goals indicators in the areas of inequality and poverty, social protection, undernourishment, healthy lives, and living conditions presented below.
POVERTY
1.1.1: Proportion of population below the international poverty line, by sex, age, employment status and geographical location (urban/rural),
1.2.1: Proportion of population living below the national poverty line, by sex and age
1.2.2 Proportion of men, women and children of all ages living in poverty in all its dimensions according to national definitions
SOCIAL PROTECTION
1.3.1: Proportion of population covered by social protection floors/systems, by sex, distinguishing children, unemployed persons, older persons, persons with disabilities, pregnant women, newborns, work-injury victims and the poor and the vulnerable,
MALNUTRITION
2.1.1: Prevalence of undernourishment
2.2.1: Prevalence of stunting among children under 5 years of age (height for age <-2 standard deviation from the median of the World Health Organization (WHO) Child Growth Standards)
2.2.2: Prevalence of malnutrition among children under 5 years of age, by type (wasting and overweight) (weight for height >+2 or <-2 standard deviation from the median of the WHO Child Growth Standards)
HEALTHY LIVES
3.a.1 Age-standardized prevalence of current tobacco use among persons aged 15 years and older
LIVING CONDITIONS
5.4.1: Proportion of time spent on unpaid domestic and care work, by sex, age and location
6.1.1: Proportion of population using safely managed drinking water services
6.2.1: Proportion of population using safely managed sanitation services, including a hand-washing facility with soap and water
7.1.1: Proportion of population with access to electricity
INEQUALITY
10.1.1: Growth rates of household expenditure or income per capita among the bottom 40 per cent of the population and the total population
2) Review the available data in Rosstat (microdata bases and data in statistical tables) from social and demographic sample surveys, determine and adjust variables to be used for calculating SDG indicators (for total population and population groups);
3) Develop algorithms and carry out test calculations on the basis of available data of SDG indicators for Russia as a whole and for the regions;
4) Analyze the obtained results and compare them with other countries’ data and with data on Russia, presented in other information sources;
5) Indicate additional variables needed for a more complete coverage of SDG indicators and operationalize the needed variables through introducing new questions in the social and demographic sample surveys;
6) Justify the optimal placing of the proposed questions in the specific sample survey programs in view of their subject matter, frequency, sample sizes, and content capacity.
An estimated duration of the assignment is 8 months
The Bureau of Economic Analysis Foundation appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
The Consultant shall be an independent company with knowledge in the area of social statistics, organization of statistical observation in Russia (methodology and practices of conducting national surveys of population and households; methodology for compiling indicators of social statistics, including inequality and poverty, social protection, undernourishment, healthy lives, and living conditions).
The experience in modernization of the general government sector in the Russian Federation and/or other countries with transition economies is needed;
The Consultant shall have sufficient material and technological resources to fulfill this assignment within the indicated time frame.
An additional advantage will be participation in other IBRD and/or other international organization projects in the field of government sector reforms, transitional economies, institutional development.
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may submit their Expressions of Interest as an individual firm or in association in the form of a joint venture or subconsultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.
A Consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) method set out in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004.
