Assignment Title: Drafting a concept of the big data use in the official statistics with due account for the international recommendations. Developing methodological approaches to the use of big data in several domains of statistics

The Russian Federation has received financing from the World Bank toward the cost of the Second State Statistical System Development Project and intends to apply part of the proceeds for consulting services for developing a concept of using digital and administrative data sources for the purposes of consumer price statistics, retail trade and tourism statistics, population statistics.
The Consultant shall:
1) provide an analysis of existing organizational and methodological guidelines on consumer prices statistics, statistics of retail trade and tourism, population statistics in order to identify and systematize data sets used for calculation of indicators in consumer price statistics, statistics of retail trade and tourism, population statistics;
2) review international experience in using digital and administrative sources of data for the development of indicators of official statistics in the fields of consumer price statistics, statistics of retail trade and tourism, population statistics, identify strategic pathways of their development and issues related to use of these sources;
3) collect the data and analyze the potential of existing digital data sources (taking into account applicable Russian legislation) for the development of indicators used in consumer price statistics, statistics of retail trade and tourism, population statistics:
- data provided by cellular mobile operators;
- data provided by fiscal data operators;
- data provided by credit organizations;
- large retailers data;
- data of airlines and railroad bookings aggregators;
- data of hotel bookings aggregators;
- social networks data;
- data collected by scrapping of web pages.
4) collect the data and analyze the potential of available administrative data sources (taking into account applicable Russian legislation) for the development of indicators used in consumer price statistics, statistics of retail trade and tourism, population statistics;
5) develop specifications for provision of sample data by owners of digital sources(cellular mobile operators, fiscal data operators, airlines and railroad bookings aggregators, hotel bookings aggregators; terms of references for test scrapping of web pages, requests for provision of sample data from administrative sources available for Rosstat;
6) collect and analyze sample data received from digital and administrative sources or through web pages scraping;
7) prepare a report with results of analysis of sample data received from digital and administrative sources or through web pages scraping;
8) develop a concept of using digital and administrative data sources for the purposes of consumer price statistics, statistics of retail trade and tourism, population statistics with due account for the analysis of international experience, applicable Russian legislation and results of collection and analysis of sample data received from digital and administrative sources;
9) develop a Road map of activities and projects deemed necessary for regular application of digital and administrative data sources in consumer price statistics, statistics of retail trade and tourism, population statistics.
An estimated duration of the assignment is 12 months.
The Foundation “Bureau of Economic Analysis” which was appointed as Project Implementation Unit of the Second State Statistical System Development Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- The Consultant shall be an independent company with sufficient practical experience in statistical data analysis, have a good knowledge of official statistics methodologies, and have experience in development of socio-economic indicators;
- The Consultant shall have experience in participating in large-scale consulting projects related to the modernization of the general government sector in the Russian Federation and/or other countries with transition economies;
- The Consultant shall have sufficient material and technological resources to fulfill this assignment within the indicated time frame.
An additional advantage will be participation in other IBRD and/or other international organization projects, including UN agencies, in the field of government sector reforms, transitional economies, and institutional development.
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may submit their Expressions of Interest as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.
A Consultant will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) method set out in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004.
