Assignment Title: Development of methodical recommendations for ensuring information security in the information and telecommunication system of Roshydromet

The Russian Federation has received financing from the World Bank toward the cost of the Second National Hydromet Modernization Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the tasks for development of methodical recommendations for ensuring information security in the information and telecommunication system of Roshydromet. The main objective of this assignment is to create Guidelines for ensuring information security in the information and telecommunications system of Roshydromet (hereinafter referred to as the Methodical recommendations), intended for the technical and administrative staff of the Federal State Budgetary Institution Aviamettelecom of Roshydromet and other institutions of Roshydromet, which should establish an unified systematic approach to information security for Air Forces networks and the Global Information System Center (GISC) systems at a higher level. The estimated duration of the assignment: 25 weeks.
The Foundation Bureau of Economic Analysis acting as an Implementing Agency on behalf of the Ministry of Finance of the Russian Federation and Federal Service for Hydrometeorology and Environmental Monitoring (RosHydromet) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
Consultant shall have the following experience and qualifications:
1) Availability of a license to carry out activities for the technical protection of confidential information;
2) License of the Federal Service for Technical and Export Control;
3) Experience in providing services (carrying out works) for auditing information security of at least 5 objects.
Consultant may involve subcontractors/experts to performance of separate parts of a task under this assignment.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
